Frank, I struggled with the problem for some considerable time, but I came up with a novel solution: <If the parties, including Google, Verizon, AT&T and Skype, were able to resolve their differences on how carriers could prioritize certain traffic, like data going to telemedicine sites or voice applications, lawmakers could introduce a bill on those practices.>

There has been for some time a method of prioritizing physical traffic, such as attendance at 3Dmedicine sites, or voice applications such as rock concerts. It might be possible to use such a concept in the cyberspace realm as well as the 3D realm.

What people do when they want to visit a high priced 3D medicine man is get their money out and agree to pay plenty big $$$. People who are unwilling to fork out so much make do with homeopathy, witch doctors or immune systems. Similarly with rock concerts. If it's big $$, many people decide against attendance, leaving the available seats for the enthusiasts.

The packets traveling through cyberspace could have little knobs on them which people twirl depending on their valuation of the packets. Verizon and others would think it better to deliver with despatch the high-priced packets and leave the lesser valued packets on a siding, waiting for the main trunk line to have space available.

There isn't even a need to hire lawmakers to send bills to people. <lawmakers could introduce a bill on those practices > They could be laid off and get jobs more suited to their talents.
