There are two vacancies on the board, both were Clinton appointees and hopefuls of succeeding Greenspan. See federalreserve.gov I'm not so sure that Greenspan was just playing politics and trying to paint himself as a victim of the hawks. The US has no real cards to play in the energy problem short-term. No immediate threat to the Saudis. No war of attrition between two Arab states in need of foreign currency. All of the foreign economies are recovered or recovering. People are in love with SUVs, minivans, and light trucks even if they don't carry passengers or cargo 95% of the time. And the big three either lose money on other vehicles or lose business to foregin automakers.
