It takes time to dig it all out. You neglected to take the time value of money into account, making the present value somewhat less than you stated. The actual value would depend to a large extent upon the cost of financing the project, and the life of the mine.
According to Ralph Ulm, they've already started digging up some of the ore. Presumably when MDIN has enough ore in inventory, they will begin shipping it to the Enami refinery for smelting.
