The Army is building mosques and madrassas with good intentions.

While I can appreciate the strategic intent of this practice, it goes against my grain. If the Army gave them some tools and materials and said "build whatever you want" and they built a mosque, it would make more sense.

People value only what they have built themselves. That was one lesson I learned from reading the book "Three Cups of Tea."
