The government knows that a boost in taxes on alcohol will increase bootlegging, and hence, will increase the number of deaths resulting from drinking rot gut. The government also knows that alcoholism is the largest health problem in the nation, which means that the alcoholics will drink virtually anything to satisfy their cravings. In face of these facts, if the government does nothing to stamp out bootlegging, then they are directly contributing to the death of thousands of poor souls. That would be about as cynical as a government can be, especially if the 601 program (together with proper enforcement) could significantly reduce bootlegging.
