Bill - I remember in Trinidad in the 60s I was chief accountant of a trading company - a clerk in the building department told me that the manager was getting kickbacks from the sub-contracted labour head (subcontracted to avoid unionisation). The payroll was being padded.
The man had been seeing putting a envelopes in the manager's car. I was a neighbour (and friend) of the manager - but knew he lived beyond his means. I took the matter up with the Board and watched (with some amazement) them let him off the hook. I had done my job, and was relieved later when I heard he had died of liver cancer, about a year after, and after I'd left the Island. This, and many other frauds, was the kind of thing the auditors couldn't find. E
