Targeted Capital Gains Tax Cut
In l989, I began a campaign for a capital gains tax cut targeted at long-term investment in new enterprises. In l993, I joined forces with Sen. Bumpers, then Chairman of the Senate Small Business Committee, to push successfully for the inclusion of the targeted capital gains tax cut in the Clinton Budget and subsequently in the l993 Budget Deficit Reduction bill. As enacted, the measure provides for a fifty percent reduction in taxation on gains held for at least five years in companies of initial capitalization of $500,000 or less.
In 1996 I introduced the American Family Income and Economic Security Act. A provision of this legislation phases out capital gains taxes entirely for American investors who hold small high-tech stocks for 10 years.
