I would rather trust people acting in their own individual self interest that to permanently vest the power in a self serving bureaucracy that would tend to become inbred over time.

In market economies when people have the power to choose they make self interested decisions. Yes, the company pukes will deny claims to maximize profits. However when one insurer denies too many claims they will lose customers and profits will decline. Another insurer who pays claims at a level that individuals are more comfortable with will see their book of business increase and their profits will increase as a result.

This is the Invisible Hand at work.
