How can there be a quartz availability problem that isn't already known?

And, didn't Data Quest factor in the quartz availability when they made their CYMI estimates? And, didn't these estimates project a 48% growth rate per year for the next few years?

This whole thing doesn't make any sense to me at all.

Can someone clear this up?
