Minor technical correction:

NASDAQ is still promoting TSIS service but in a less committed manner (i.e. without the bucks).

I believe that NASDAQ merely balked at paying Intel's bill at TSIS forever. The original plan was for NASDAQ to fund some of the costs, to reward their (NASDAQ's) largest companies, but I don't believe it ever envisioned NASDAQ paying all the fees.

And my understanding is that NASDAQ is still willing to pay the partial fees on behalf of some or all of its top 100 companies.

So, yes a disappointment, but certainly not a tragedy. I fear that some investors may have frightened themselves unnecessarily, through lack of careful attention to detail.
