Ignoring that you didn't answer my post....

re: If you have lower taxes on investment in some areas than others, than all else being equal investment will tend to shift to the lower taxed areas.

But we don't. Unless you are thinking municipal bonds I don't know what you are talking about.

re: Also its not just a matter of comparisons to other countries. Higher taxes on investment don't just shift and distort investment they also tend to reduce it. Even if they other countries didn't exist or somehow didn't effect decisions made in or about the US in any way, higher taxes on investment would still be a bad thing for the US.

Maybe you are confused. If a US citizen invests in a overseas company and receives dividends, he still pay US taxes as he would on a US company. No advantage/disadvantage (except the currency, which has been great for me as I am invested heavily overseas and Bush has nailed the US$).

Another point is that non-US corporations, in general, are taxed at a higher rate on their profit, as well as employee benefits. So cap gain and dividend tax may be lower, but their governments are still getting their pound of flesh before the money trickles down to the shareholder. Six of one half dozen of the other.

Why should passive investments be taxed at 15% while working people are taxed at 30 something percent... twice as much? Do you really think the passive investor contributes more to society than the productive worker? Do you think the productive worker can afford to pay more than the wealthy passive investor?

Or are you just supporting Bush and Co as usual?
