With regard to Iraq, we can call it pre-emptive over the long term

And then of course anything can be "preemptive". There does not seem to be a difference between "preemptive over the long term" and plain simple attack with no provocation, since the prospective threat is so far into the future that only the clairvoyant and the paranoid can see it.

Hence, Pakistan can attack India or Iraq bomb Iran, since it is not completely out of the question that in some remote future these neighbours pose them a threat.
