Check and see if both your isps are using the same dialup number. If yes, find a different dialup number for one and see if that helps. Some pop servers can get weird and disconnect you a lot. There are are usually two or three you can get that will be a local call.

Another thought: if either isp gave you a cdrom to install their settings, try a reinstall. There's a chance both isp settings have gone south.
