Cuba wants to drill in a bad place for the USA, ocean current wise. A spill would likely end up on the FL east coast. Reefs taken out. Plus we don't know how good the Cubans and Chinese are at safely drilling. Or try suing them for damages.

All the environmental risk is on the USA and any profits go to cuba and china.

What about the drilling we are doing in the middle of the Gulf? Are you worried about that too....or is that okay because we will benefit from the oil?
