Another issue that supports your argument is
that the Digital Loop Carrier Systems are
frequently from different manufacturers. Also
they are distributed in the field. Subsequently
to change out a system to ADSL is very expensive
in terms of engineering, circuit pack
replacement, training etc.

As much of the population moves beyond reach
of the CO, it may less expensive to
abandon the existing copper plant and move towards
a fiber node based architecture.
