Also, note the size of the interposer, and the layout of the whole thing. It seems an interposer solution is now feasible for Milan (or Genoa). Lack of "reach" was the reason interposer was rejected for Rome, according to AMD's ISSCC's presentation. I guess it comes down to cost now, as you allude to.
