They opened the Arctic Frost investigation based on Trump's alternate electors. The alternate electors were 100% legal and absolutely necessary in case of a court victory. JFK used alternate electors in 1960 and the judge actually complimented Kennedy's team for that.

The Arctic Frost memo itself PROVES that the Trump team was not nefarious and was merely preparing for a potential court victory.
