Not everyone making $60k qualifies. Not everyone making 2 cents qualifies (for example it mostly only covers children and pregnant women, although their might be exceptions). Saying the program covers people up to $82k qualifies doesn't imply that everyone making $82k does. Also again and again I said that the program covers people up to an amount over $60K in every state. The claim that I implied $82k is the same as $60K is bogus.

Also $60k isn't poor, so even if that was the overall national limit the program would be funding the middle class.
