At the old HP no such whip cracking occured, and that was a shame, because there more often than not were no real goals, and no real pressure to exceed targets. I was one of the ones who was hopeful that Carly would bring in a bit more aggressive targeting. Unfortunately, things are too off-kilter in the opposite direction now. It's good that there is some pressure on the divisions and business units to excel, but it becomes bad when the pressure is to meet benchmarks that the divisions and business units think are absurd. The result of that situation (which exists right now) is that virtually all levels of management spend lots of time trying to "bury" problems for long enough to get out intact and go someplace else.

Unfortuantely, the "meet the target by any means, don't bother me with details" worked for only a few years, and mostly at companies that have since imploded, whose officers have been indicted, etc. That LU and everybody involved (Carly included) managed to avoid such accountability is too bad. They invented lots of this crap.
