VERISIGN SECURE SITE ISP PROGRAM
Hiway Technologies, Digital Insight, and PSINet and Over 400 Other Providers to Co-Market Web Site Digital Certificates

(Nasdaq: VRSN), the world's leading provider of Internet-based trust services, today announced the expansion of its global Affiliate network with the news that Digital Insight, Hiway Technologies, PSINet and over 400 other leading Internet Service Providers (ISPs) have joined the VeriSign Secure Site ISP Program. This new program, announced in conjunction with the introduction of VeriSign's Affiliate Services (see release "VeriSign Announces Affiliate Services to Enable Global Network of Service Providers" dated January 18, 1999), enables ISPs and other Web hosting companies to offer VeriSign Secure Server IDs as an integrated part of their service offerings.
VeriSign Secure Server IDs act as electronic credentials for Web sites and are used to authenticate sites to their visitors and to enable secure, encrypted browser-to-server communications using the Secure Sockets Layer (SSL) protocol. Currently, over 100,000 Web sites—including all of the top 25 e-commerce sites and over 400 of the Fortune 500 companies—use VeriSign Secure Server IDs to enable private and secure transactions and communications with their site visitors. These sites leverage VeriSign's broadly-distributed digital certificate technology which has been embedded in the millions of Web browsers and Web servers in use across the Internet today.

The Secure Site ISP Program
The VeriSign Secure Site ISP Program provides ISPs and Web hosting companies with all of the capabilities to seamlessly manage the registration, billing and lifecycle of their customers' Secure Server IDs, while leveraging VeriSign's carrier-class processing services and established trusted infrastructure. This enables an ISP or Web hosting company to rapidly deploy its own fully functional, scalable and reliable digital certificate service without the time and cost of establishing and maintaining additional dedicated systems, highly-secure facilities and expert personnel. Every program member is linked to one of VeriSign's high availability data centers for certificate processing, database back-up, key recovery and customer support. Each data center is equipped with state-of-the-art physical and network security, fault tolerant computing and redundant telecommunications and power systems. The Secure Site ISP Program allows service providers to integrate value-added digital certificate services with their core offerings, allowing their customers to leverage the world's most advanced trust infrastructure through a single, familiar business relationship.
VeriSign Affiliate Services
VeriSign's Affiliate Services, including the Secure Site ISP Program, have been designed to serve the needs of major service providers with extremely high volume digital certificate issuance requirements. These include electronic commerce service providers who establish themselves as large-scale regional or multi-national Certificate Authorities (CAs); Internet Service Providers or Web hosting companies which deliver connectivity and other value added services to a range of business and consumer customers; and transaction processors, financial services companies, professional services firms, and other entities that operate Internet-based communities of interest (such as Web portals). These Affiliates typically offer digital certificate services to their customers either under their own brand, the VeriSign brand, or within a co-branded certificate hierarchy. In many cases, the certificate services are integrated with other value-added services offered by the provider. Examples include an ISP which offers Web site digital certificates in conjunction with its Web site hosting services or a large e-commerce site which offers certificates to each member of its customer base to support secure user authentication and electronic messaging.
