You do a very good job of trying to promote the image of an MIS movement that is back in the saddle trying to assert itself after almost getting permanently displaced.

I remember the good old days of main frames and a two man-day estimate to do the programming to change a report header. I also remember discovering electronic databases running in a dos environment and going three years without turning a service request in to the "overworked" MIS folks who were subsequently downsized.

What they failed to realize until recently is they'd missed the paradigm shift. Computing power had slipped away from them into the hands of the enemy, the users who simply didn't need them anymore.

MIS is viewed as an empire building bureaucracy in my company. And the notion that the users have run amok and screwed things up so badly sounds like the line you're selling to your management to build your empire. U.S. productivity leads the world today not only because a hell of a lot fewer people are doing a hell of a lot more work, but because of the ingenuity of users who, without MIS direction, identified productivity tools and applied them.
