I think that motor speeds and head designs would come into play and make that impossible, at least with current Zip drive designs. I don't believe that one can play an 8mm tape in a VHS VCR. One can play a VHS-C tape in a VHS VCR, using a cartridge shell, but that's only because they designed the VHS-C system specifically so it could do that.

Pardon me for getting off the subject, though.
