Imagine if the government stepped in, ended Iraq and put that kind of funding into subsidies for homeowners to install photo voltaic roof installations. Prices would drop with economies of scale, a domestic boom would be launched with manufacturers and installers and our dependence on power plant production of energy would be slowly replaced with an incredibly resilient network of micro providers. Research on better tech and storage would also boom. A (D) government might do this. The oily guys own the (R)'s.
