Interesting question.

The two houses are theoretically equal. There are more Congressmen then Senators, does that make a Senator more powerful?

But then Cantor's a party leader - whip in the House and Lieberman is just an independent in the Senate who is about as popular as a t**d in a punch bowl with the majority party and virtually nothing in common with the minority.

I would call them peers, with a slight edge to Cantor because of his party status.
