If existing tax structures can't cover the costs, what can we do? Start a new tax.

Add an additional 5% payroll tax to all government employees. In order to pay for the health care of those who currently choose not to buy it, but are being made to do so by the government. If the government wants to cover the uninsured, let the government employees foot the bill. Those government employees who don't like it are free to quit and look for work in the private sector.
