I wonder if our friends in OPEC aren't trying to throttle back our econ. recovery and GWB's election chances.

Three problems. One, as Finn points out, is lack of refinery capacity. Caused by "NIMBY." (Not In My Back Yard!"). Second is a rise in field price caused by the dollar's decline. Third is the huge increase in China's purchases.
