Hitachi used Compcore for their MPEG-1 camcorder. The same type of solution could be used to make a MPEG-2 codec. Hitachi never announced that they would develop a codec. Sony and NEC did. To make your own encoder, it could be as easy as taking 2Real and add features in microcode(software). Adding microcode to an existing chip, makes it different from the original, and you can claim that, "It's our own"? Hitachi's codec sounds 2Real.
