Not to worry about the shelf. If you look at the projected business increases over the next few qtrs and years, you will see why they need additional capital (stock or loans) to funds their receivables and work in progress. Knowing that the govt and the primes are their major customers, you know these guys are notoriously late. The shelf is being filed to have it ready when needed. The CEO has made it clear he has no
thoughts of issuing stock anywhere near these prices.
