No. It was a declaration by members of the Continental Congress that declared that the 13 colonies were no longer a part of the British Empire but were in fact independent states. There was no United States of America in 1776. In 1777 the former colonies adopted Articles of Confederation that formed a loose confederation of the then-independent states.
