Governments are formed from people. The people come first. Government is a "service that protects property." That's a buyable service. They always start out at the tribal level with a leader who enforces the rules the tribe wants. "Politics" is the Greek word in Philosophy for how we deal with each other.

The Declaration of Independence was written as the first statement of the Government formed from it. A group got together to start a new Government and wanted a statement of principles. It was a totally new form of Government based on the concept that you didn't need a king.
