I didn't say I think it would go down, my point is that its not a safe assumption that it would go up.

If universal care means people who don't get much care now get more care and nothing else changes, than life expectancies probably would go up (even if not by all that much). But universal care means putting in place some government universal care system. You don't get "nothing else changes".
