Just for discussion and assuming that the VIX dropping today was NOT due to an anomoly caused by option expiration, then today's action in the VIX is BEARISH in that it did not show fear, but showed complacency relative to the price movements in the OEX.

Today was an anomoly. What I believe he is refering to is that if a NEW LOWER LOW(NDX-below 2740) was set and if the VIX spiked up but not as high as the previous peak, then he would interpret that as a bullish divergence. I would also agree with that senerio.

I dont believe he was referring to day-by-day lower lows, but LOWER LOWs relative to a previous trough.
