Bush is on record as saying "Cheney would be a good President." He is now committed and is immaterial whether it is July, August or whatever. The situation between the moderate Repubs and the extreme right wing Repubs is come to a head already such that if Cheney does not go then there are many Repubs who will not come out to vote or they may just vote for Nader.

Even if Cheney were to go for health reasons, it would definitely look like that there is chaos within the Republican Party, that Bush is desperate to not only cut and run from Iraq but also from his own VP "just to get elected" or "re-selected" however way one may want to view it.
