01:13 ET Airline Bailout : President Bush expected to announce a multibillion-dollar aid package for the troubled airline industry, including $5 billion in cash, reports the Wall Street Journal... Aid package would also include an offer by the government to take on potential liability for the cost of court awards to the victims of last week's terrorist attacks that exceed the limits of the air carriers' or other relevant insurers' insurance policies... President also expected to propose, in tonight's speech before a joint session of Congress, that the government use $3 billion of the $40 billion emergency fund approved by Congress to pay for enhanced security and safety measures... Though any assistance at this point will be much appreciated by airline industry, Bush proposals fall well shy of industry requests... In particular, Administration has put on hold a proposal by airlines for federal loan guarantees of more than $11 billion... Congressional members of both parties termed Bush's bailout plan an opening bid, subject to change.
