"The smart money" apparently means BNP Paribas SA and Credit Suisse Group AG. If I had a dollar for every time a couple of investment banks or other finacial services companies have been wrong about something I'd be finacially set for multiple lifetimes. Which of course doesn't amount to an argument that they are wrong, but arguments from authority are weak even with good authorities and I don't think they amount to a solid authority here.

Well, it appears it's happening

Since before the PPACA, and not enough yet to make a major difference. I don't see any good reason to either assign the slowdown in cost increases to Obamacare or to think its going to continue over time (not that it would surprie me if it does, just that there isn't any good reason to think it will).

The above paragraph assumes your talking about health care costs. If your talking about health care insurance premiums (which is the subject of the CBO projection you quote) they have gone up at a good clip so it isn't happening, not yet at least. And there isn't much reason to think that will stop soon. Not even the reason the CBO gives since they themselves project that the factors they mentioon will weaken.
