Someone please explain to me why a Korean carrier would need new spectrum for 3G?

The penetration of cell phones there is close to max (around 60%). The carriers are upgrading to 1X and then to 1XHDR, 1Xev or whatever they are calling it these days. That will give them 2x the capacity and lots of data.

If the carriers can use their existing networks to get 3G services for the entire population by end of next year, why do they need more spectrum?

I think it's all a pretty sad attempt to get Q to lower the fees for CDMA2000 networks that the Koreans are currently deploying. It won't work!
