Given the near certainty that Earth will be hit by a city killer in the next century, a civilization killer in the next hundred thousand years, and a dinosaur class killer in the next several million, I'd say that those numbers are not only hard but downright indestructable.

None of those are anywhere near certain. To get near certainty you would have to increase your time frames.

Of course its nice to be prepared against such horrible things even if they are not near certain, even if they are actually unlikely.

Spinoffs are something of an argument for the space program but its also true that there would have been positive spinoffs and unplanned consequences from spending the money elsewhere, including having the private sector spend it so the spinoffs are not as strong of argument for the spending as some people thing.
