In the very short run, if supply and demand are balanced, it is a negative. In the medium to long term it is a strong plus. Semiconductor makers are not going to commit themselves to the risk of new technology unless they are convinced that the technology can be delivered on time, and they can be sure of this only if there is an adequate supply. They don't want to have their whole assembly line depend on a product that is hard to get.
