the bill that is advancing right now has given away (no cost, no auction) so many 'carbon pollution credits', to coal producers, to utilities, etc.

Unless there has been a recent change that isn't the case for refiners. If they have to buy (or shutdown marginal capacity) that will have an impact.

and it seems certain that the GLOBAL FINANCIAL COLLAPSE and follow-on RECESSION is going to produce a MUCH greater decline in carbon emissions then all the world's treaties or national carbon trading efforts

Quick reductions in CO2 emissions pretty much only come with recessions.
