Hi Plato.

re: "What's needed is government policy to set a floor on gasoline price and then the market will treat hybrids seriously. CO2 trading or in some other form.."

Putting the wisdom, or the lack thereof, of carbon trading aside for a moment, would you or someone else here care to take me/us through the supply chain logistics of how that would work? Consider, roadside EV electric charging stations - in lieu of petrol stations - would likely be on a special distribution framework or segment of the local grid's distribution system all its own. Does that sub-grid draw electricity from a generator that is coal-fired? If not, does it 'purchase' electricity from generation using renewable sources (on paper, at least), possibly at a premium to one that is fossil-based?

Repeat the same question for residential charging stations. And if the premium is not incurred directly by the owner of the EV, then somewhere up the line where tax credits and other incentives have already been granted to the operators of generators using renewable energy?

Also, perhaps more important, and I ask this in earnest, does charging an EV at the end point of a grid cause a corresponding reduction in the amount of fossil fuels burned and carbon gases being emitted at fossil-burning plants, hence the costs to the producer of that power at those fossil-burning plants as well?
