Had Congress not been an Administration lapdog, it wouldn't have. I cannot believe they passed a bill without even knowing its contents. Every member that voted for Patriot I should have been defeated at the next election.

Now it's up to the courts. As time goes on, more and more of its unconstitutional provisions are thrown out. But with the courts usual speed - very, very slowly. You could die in jail of old age before they got to the provision you had been nailed by.
