Typical of Carter. All the armed forces wanted a piece of the action and Carter in trying to appease everyone made it a joint operation. Putting together various groups that had never worked together before insured a cluster fuck and that is exactly what we got. I can't even begin to explain to you the difference in feeling and moral of our armed forces once that POS was gone and Reagan took the helm. It was an overnight transformation.
