We didn't pull out the Federal troops during any of the 67-69 riots, did we? National Guard, yes, but Federal troops other than at Kent State?

The modern race riots began in the 62-63 time frame in some locales. In 1920's there was a big race riot in Tulsa, OK. There was another early riot in Massachusetts but I do not recall that date.

And yes active duty federal troops have been deployed. One such incident was the 82nd Airborne deployment to University of Mississippi in 1962. I was in SF training when that occurred. In 67, we sent a Brigade from both the 101st and 82nd Airborne Divisions to Detroit.

There were other such deployments. I did not participate. Between 63-72, I was overseas for 7 years.
