NEW MINISTER ADOPTS DIGITAL BANNER

--------------------------------------------------------------------------------

In his first major speech since becoming Secretary of State for Trade and Industry, Peter Mandelson has declared that the UK seeks to lead the way in the world's digital economy.
The twin convergence of currencies in Europe and of technologies will lead to a step change in competition he believes. My vision for the UK in this changing world is to be Europe's digital laboratory. We must be the test bed for digital products and services in Europe, so that UK consumers have access to these first and British business can lead the world.
In particular Mandelson stressed the need for a major drive to ensure the UK is a world leader in electronic commerce.
It was 38 years before radio users numbered 50 million. It has taken only four years to get the same number on the Internet. So the potential prize is enormous, if we get the regulatory framework right.
I believe in competition wherever possible and regulation only where necessary. Individuals and businesses need to provide a strong and sophisticated demand for digital products and services; the supply sector must be innovative, dynamic and growing; and the market framework should empower consumers and encourage competition and innovation.
