The one time or near term number of people who switch isn't the only issue. For something this big we don't need to just consider the next few years, but likely or possible effects over decades. Unless the public plan is of significantly lower quality and/or efficiency (and it very well may be, but then what's so good about having it), than over time people would tend to shift more and more to the subsidized plan.
