Even if it was major support, it wouldn't mean we encouraged the attack.

And 10 to 70 transport helicopters (your link doesn't make it clear exactly how many where sold), that can have weapons mounted on them, but are not advanced gunships, combined with a few artillery pieces, limited intelligence sharing, $1mil of computers, and $695,000 of data transmission devices is minor support in the context of a war between regional powers.
