I don't think Carter or Reagan can be said to have tried anything against terrorism. It wasn't an issue then.

As you have noted before, blowback is hell. Carters administration funded the Jihadi's against the Soviets and caved to the Iranian mullahs. Reagans gave them a retreat from Lebanon.

It wasn't a domestic issue until 9/11, but the setup by Carter, Reagan and Clinton set the stage.

Your Cold War analogy is very good - Now we're fighting an ideology that exists across a number of states, but does not rely on any of those states.

While the Soviets fueled Communist ideology and funded it, its also true that a number of real states have had a similar hand in funding terrorism even if none of them control it to the same degree.

Beyond Afghanistan its very arguable that at least one large state sponsor needed to be taken out. Whether that was going to be Iran, Syria, Iraq or Saudi Arabia could certainly have been debated - but prior history pretty much selected Saddam for disposal.
