Sig,
So true. Austin's environmentalists are a powerful lobby--and rightly so. Austin is a beautiful city, and wherever you find natural beauty, developers want to mark, parcel, and sell it to the highest bidder. But if you've ever been swimming in Barton Springs, you'd understand why developers run into opposition in Austin.
Austin City Council meetings used to be held on Thursday afternoons and broadcast over KUT public radio. (don't know if they still are) A couple of years ago, there was a meeting dealing with Barton Springs (Save Our Springs) -- pages of citizens lined up to speak--indeed they were still speaking and lined up to speak against development in that area when I went to bed about 1AM the next morning.
IMO, your guess about the use of the $500 million shelf loan is right on target. This is part of it, as is China and Europe.
Also, you toured the Metric 12 plant with us. I think that it is newer and was able to implement knowledge, patents, and other economies, not available when the first server plant was built. The new server production facility will be even more advanced.
It does look good, though...
