Sounds like a feeding frenzy of everyone trying to get in on the $1.3 trillion in B2B commerce.

ITXC seems to be taking a different approach with an emphasis on IP telephony. "ITXC terminates calls anywhere using a combination of the IP PoPs on this map and PSTN."

That's a unique take on the crowded field of network services providers, but I'm not sure it qualifies as a strictly b2b commerce play.

They seem to have the executive staff to pull off something interesting:

ITXC was founded in 1997 by Tom Evslin, following his departure from AT&T where he developed the concept for and built AT&T's WorldNet ISP. Evslin joined AT&T from Microsoft where he was responsible for the "BackOffice" products. Ed Jordan, former CFO of Dialogic Corporation joined the company shortly after its inception as CFO. In early 1999, John Musci, formerly of LCI and Qwest joined the company as COO.

ITXC was originally founded with seed money from AT&T and VocalTec Communications.
