Eventually it probably will but it doesn't have to do so.

As both the creditor it can cancel the debt without the debtor defaulting even if its also the creditor.

Also as both it could just decide that the debt was twice or if need be ten times as large and presto those who think that the problem with the social security system is the projected run down of the "trust fund", can say "there is no problem now" but really nothing has changed there problem is exactly the same as it was before. (The problem being that we have to either cut back benefits or pay out a large portion of our economy in benefits)
